
How to transfer a car to a new owner: Step-by-step guide

Buying or selling a car — is not just handing over the keys, but also a mandatory re-registration with state authorities. Without it, the new owner won’t have full legal rights to the vehicle, while the previous owner risks fines or liability for violations. In 2026, the process has become more convenient thanks to online services, but it still requires precision. And after a successful transfer, many drivers also start thinking about tuning — after all, it’s a simple way to make a car more comfortable, stylish, and personalized.
Two main ways to re-register
Today you can choose between the classic in-person visit and a digital format.
- Option 1. Through an MIA Service Center (offline): The most common and reliable method, especially if you need to change plates or there are special cases.
- Option 2. Online via the «Diia» app: The service is available for standard deals without encumbrances and without complex cases. The seller and buyer sign the agreement with Diia.Signature, documents are sent automatically, and the finished registration certificate is delivered by Ukrposhta.
Required documents (standard package)
- Passport (or ID card) + taxpayer ID of the new owner (can be in «Diia»).
- Passport and taxpayer ID of the seller.
- Vehicle registration certificate (tech passport) of the previous owner.
- Sales contract (issued free of charge at the service center or online in «Diia»).
- Receipts confirming payment for administrative services.
Additional note on tax: If it’s not the first car sale within the year — the seller pays tax.
Step-by-step re-registration guide
- Sign the sales contract (at the service center or online via «Diia»).
- Book a slot in the electronic queue on the MIA website or submit an application via «Diia».
- For offline re-registration — visit the service center, where the car may undergo an expert inspection (VIN check).
- After the documents are verified, pay the administrative service fees.
